In 1601, Lord Nguyen Hoang, the first lord of the Nguyen Dynasty in Dang Trong (Southern Vietnam), relocated to the South with his army to establish a settlement. He personally surveyed the terrain to select a suitable location for his capital. During one of his rides upstream along the Perfume River, he discovered a small hill shaped like a dragon turning its head, with a harmonious blend of mountains and rivers. This hill was known as Ha Khe Hill. Locals recounted that an elderly woman, dressed in red and green, appeared on the hill each night, proclaiming that a true Lord would come to build a pagoda for the country’s prosperity. Inspired by this tale, he ordered the construction of a pagoda on the hill, facing the Perfume River, and named it Thien Mu, meaning Heaven Lady.
